Public Works to seek contract approval for admin parking lot replacement; traffic code amended to set local parking fines

Public Works and Facilities staff briefed the commissioners on two operational matters: a recommended contract award to repave and restripe the admin and adjacent parking lots and a proposed amendment to county traffic code to formalize sign erection procedures and set parking fines.

Commissioner Sean Roey presented the facilities contract item: "We have a motion item, for contract and award and execution with Lakeside Industries for the building, admin building, parking lot replacement. There's a total of 205,957 and 53¢." Roey said the work includes the county admin lot, the WSU extension building lot and part of Third Avenue in coordination with the City of Kelso and that three bids were received.

County Engineer Susan Eugenas briefed the board on a traffic-code amendment that would add a procedural section to allow Public Works to install signs and to set local fines for parking infractions ($50 first violation, $100 second, $200 third and subsequent). "So the code will be amended to add the specific language that public works is to erect the signs in the areas and establishes fines for parking illegally, $50 for the first violation, 100 for the second, and 200 for the third and all subsequent violations," Eugenas said.

Easement items for PUD service lines and a correction to an earlier easement boundary (to the City of Woodland) were also explained as routine consent-agenda items.

Both the Lakeside contract award and the traffic-code amendment were described as agenda items for formal action at the next meeting; commissioners did not take a final vote during the briefing.
