Alta schedules Sept. 4 strategic retreat to focus on facilities and public finance; staff to finalize master plans

The Alta Town Council scheduled a strategic retreat for 9 a.m. to noon Sept. 4 to concentrate on facilities and public finance, town officials said Aug. 13. Town Manager Chris and staff told council members they had engaged a facilitator and plan to bring in a finance expert to explain capital‑funding options.

Town staff said the retreat will begin with an overview of existing conditions for municipal buildings and water and sewer infrastructure, then focus on financing options for large capital projects. Staff said water and sewer projects can be funded through existing mechanisms and rate increases spread over a 10–12 year horizon, which an example in the discussion estimated could keep typical annual rate increases in the 15–20% range for heavily constrained replacement schedules. By contrast, staff said at least one large facilities project will require external funding beyond internal transfers and rate adjustments.

Council members approved hiring facilitator Julie DeLong to run the retreat so staff can participate and listen. The council also discussed the meeting format: several members favored an interactive, hands‑on retreat (whiteboards, small table groups) but acknowledged regular audio recordings and minutes requirements for public meetings. Staff said some material — dense technical presentations and floor plans in the facilities master plan — had not yet been finalized and that staff would distribute the final drafts before the Sept. 4 session.

Council members and staff discussed options to improve public access to the retreat content. They agreed to try hiring a videographer to record the session — or at least the technical presentation segments — and then post those recordings so constituents could view specific sections; the council agreed that doing so could be cheaper than live transcription and would allow later transcript purchases if needed for public records requests.

Staff said they will circulate final drafts of the facilities plan and water and sewer master plans before the retreat and also prepare a clear, time‑boxed agenda so that the session focuses on finance, facilities and public engagement. The council directed staff to come back with a final retreat agenda and logistics, including whether to hire a videographer and how to structure recordings for public access.
