Lycoming County approves $373,818 election‑integrity grant application and to reimburse Jackson Township for polling‑site accessibility work

The Lycoming County Board of Commissioners voted to submit an election integrity grant application that would provide $373,818.65 for the 2025–26 cycle, and approved an agreement to reimburse Jackson Township for expenditures to make its township building suitable as a polling place under a U.S. Department of Justice settlement.

County elections staff said the county’s allocation is calculated from its share of statewide registered voters and that the application must be submitted by a statutorily set deadline. "The amount we're set to receive for this cycle is $373,818.65," said Boris Layman, who presented the application and described the funding as the county's usual annual allocation for election operations.

Layman also presented an agreement with Jackson Township that would reimburse the township for accessibility work already completed and for additional work pending inspection by the county architect. He said Jackson Township’s building — described as an old one‑room schoolhouse — needs ramps, parking and an entrance overhaul to meet accessibility requirements. Layman said the county’s obligation under the U.S. Department of Justice settlement is to make each site accessible and that municipal buildings and schools are allowable polling places under the election code.
