The Planning Commission on Aug. 7 approved a site plan for a proposed SRM block plant on Hickory Grove Road, south of an existing quarry entrance, and granted a waiver from typical streetscape tree spacing where overhead utility lines restrict planting.
Applicant representatives described the project as a mix of product/laydown yard and a 62,350‑square‑foot building for production and sales of architectural block products. The proposed plan shows a berm with evergreen and ornamental plantings along Hickory Grove Road and shrubbery in internal islands; the applicant requested a streetscape waiver because overhead power lines along the road limit the types and sizes of trees that can be planted.
Mitch, planning staff, summarized remaining technical items: utilities have reviewed water and sewer plans (water to come from Hickory Grove Road, sewer via a private pump to an existing main), stormwater detention and treatment remain subject to Public Works review, and the applicant must submit elevations for dumpster and material bins. Staff noted the project met PUD material allowances and recommended conditional approval with outstanding comments addressed during permit review.
Applicant Chris McGuire, civil engineer, confirmed sewer will be handled by a private pump and that the project’s water demand is modest; he said the proposed berm and evergreen mix are intended to provide visual buffering where street trees are infeasible. Commissioners discussed whether the berm and plantings would sufficiently screen the laydown and sales area and asked about maintenance and the wash‑down plan for the plant; staff said utilities would review wash‑down details under separate permits.
The commission approved the site plan subject to the remaining staff comments and accepted the streetscape waiver to allow planting and a berm that accommodate the existing overhead utilities; drainage, backflow/meter sizing, and final easement/parcel consolidation must be completed before building permits issue.
What’s next: applicant will finalize outstanding engineering details, record required plats or parcel consolidations and return required details (utility meter/backflow sizing, stormwater treatment) for permit issuance.
