Council approves participation in Milwaukee County 'Complete Communities' study with council approval clause for city actions

The Common Council approved supporting Milwaukee County's Complete Communities municipal action plan study and adopted a condition that any implementation within Saint Francis city limits would require subsequent approval by the Saint Francis Common Council. City staff described the study as a county-led transportation safety and complete-communities planning program (the WSP group led the county effort) that identifies areas of high traffic fatalities and recommends interventions. Councilmember Paul (speaker) moved to approve participation on the condition that any local projects or measures identified by the study would not be implemented without council approval; the motion was seconded and carried by voice vote. Staff said the city’s role is to support the study and that the council's conditioning language would preserve the city's final say on local changes such as traffic-calming measures or intersection reconfigurations.
