Hinsdale first-reads ordinance to tax motor fuel at Oasis rest stop; projected $100,000 a year

The Hinsdale Board of Trustees conducted a first reading Aug. 12 on a proposal to impose a 3-cent-per-gallon motor fuel tax on gas stations located within the village’s Cook County portion of the Oasis rest area.
Chair Pastima presented the proposal and explained the village originally considered a motor fuel tax after a 2019 law allowed municipalities in Cook County to impose such a tax. Illinois Department of Revenue guidance at the time required municipalities to apply the tax to all stations across municipal boundaries, which led Hinsdale to rescind the earlier plan. "Now that we have that flexibility, we're now reimposing to charge this tax as we had originally intended back in 2019 on the gas stations located in Cook County, namely, the OASIS," Chair Pastima said.
The proposed tax would take effect Jan. 1 and is expected to generate approximately $100,000 in additional revenue annually; staff and trustees emphasized the Oasis station is used primarily by nonresidents and pass-through traffic. The proposal is a first reading for revenue purposes; trustees indicated a second reading is appropriate for final action.
Trustees asked logistical questions (whether the Oasis is open and ongoing development with the tollway) and confirmed the village continues discussions with the tollway about other development at the Oasis. Staff did not present a formal vote at this meeting; the ordinance proceeds to a second reading for formal adoption.
