Planning commission approves conditional use permit for vehicle repairs at 1641 East Deuce of Clubs

At a Planning and Zoning Commission meeting in Show Low, Arizona, commissioners approved a conditional use permit allowing vehicle repairs at 1641 East Deuce of Clubs, subject to staff-recommended conditions and a seven-day appeal period.
Staff told the commission the applicants, Sarah LeVig and Adam LeVig of Stubby Row LLC, applied for a new conditional use permit because the site’s prior permit was nontransferable and the previous business had been vacant for more than 12 months. "After reviewing the standards of review... and because the request is consistent with the City of Show Low general plan, staff recommends that the Planning and Zoning Commission approve Conditional Use Permit 602-04-276," Director Trevaskas said.
The commission’s approval imposes several conditions: compliance with all applicable federal, state and local requirements; adherence to noise, building-permit, sign, parking and lighting rules in Title 19.105 and 19.11 of the city code; screening of all outdoor storage including vehicles with a solid fence 6 feet in height; required landscaping along North Sixteenth Place; installation of a barrier at the northwest corner of the site to prevent vehicle access across the sidewalk; and a statement that the conditional use is nontransferable. The staff report also noted that the Arizona Department of Transportation’s traffic engineer requires completion of a TGP 240A form and that Timber Mesa Fire requires a fire inspection before opening.
Commissioners asked whether the proposed use differed substantially from the prior operator and were told it is "a very similar use," with a couple of added site-improvement conditions, including the landscaping strip and the northwest corner barrier to stop vehicles from cutting across the sidewalk. An applicant described the planned curb protection as decorative planters: "Those are gonna be planters that we're gonna place there so people don't drive over that curb," one applicant said. The applicant also said the shop will focus on general service for Subarus and "performance modifications as well."
The applicants told the commission they plan to use an enclosed area behind the building for overnight storage and estimated approximately 15–20 vehicles could be parked in the rear area and about 15 inside the shop when staged tightly. They said customers will access the site from State Route 260 and there is no vehicular access from North Sixteenth Place.
A commissioner moved to approve the permit "submitted by Sarah and Adam LeVig of Stubby Row LLC to allow vehicle repairs on property located at 1641 East Deuce of Clubs, APN 21024073 and 21024074C, subject to staff recommendations." The motion was seconded and passed unanimously on the record. Director Trevaskas reminded the commission that the conditional use permit is subject to a seven-day appeal period; if no appeal is filed with the city clerk within seven days the permit will become effective.
Implementation of the permit will require the applicants to satisfy the listed conditions — including the ADOT traffic form and a Timber Mesa Fire inspection — before opening.
