The Texas House of Representatives adopted a Senate-transmitted resolution authorizing the House to adjourn for more than three days and approved a separate motion allowing committees and subcommittees to meet while the House remains in session through Aug. 4.
Representative Harris, who explained the measure on the floor, said, “Members, this is a resolution we received from the senate today that authorizes adjournment for more than 3 days and move adoption.” The House held a constitutionally required recorded vote on the resolution; the clerk announced a tally of 117 ayes and 14 nays and declared the resolution adopted.
The action began after the House received a message from the Senate noting passage of Senate Concurrent Resolution 1. Following the recorded vote on SCR 1, Representative Harris moved that the House “grant permission for all committees and subcommittees to meet while the House is in session through and including Monday, August 4, pursuant to the committee postings.” The chair asked if there was objection; none was heard and the permission was ordered.
Earlier in the session the clerk noted that a quorum was present. The chamber recorded several motions excusing members from attendance on the motion of individual representatives; the chair announced those excuses with no objections. Representative Harris later moved that the House adjourn pending the reading and referral of bills and receipt of messages until 10 a.m. on Monday; the chair announced no objection and the House stood adjourned pending those actions.
No substantive debate on the policy content of SCR 1 or on the committee-permission motion was recorded in the transcript provided; the floor exchanges recorded were procedural and limited to motions, the clerk’s reading of the Senate message, and voting procedure.
