The County of Star Commissioners Court approved an application from Valley Telephone (Valley Telephone, DTCI) on Aug. 11 to bore a fiber‑optic line under Old El Chapar Road (referred to in the record as Old Sanco Blanco Road/Old El Chapar Road) to reach customers on the east side of the county.
Javier Viega, who identified himself as representing Valley Telephone, said the company’s existing fiber is primarily on the west side of the county and the proposed work would cross the paved road to reach six customers on private property. "We're going to follow the old alignment on private property," Viega said, adding the firm planned to bore beneath the pavement and dig pits on each side four feet deep, then bore under at a depth of four to five feet so as not to disturb the pavement subgrade.
Commissioners asked whether the crossing would be on the paved area; Viega confirmed it would. The court moved and seconded the application; the chair called for an aye vote and declared the motion carried. The transcript records no conditions attached to the permit, no specified warranty terms, and no formal bond or restoration requirement was discussed at the meeting.
The conversation occurred during agenda item 10. Valley Telephone said the company will follow existing easements used for old copper facilities once across the road and that most installation on private property will follow prior alignments.
