Staff said the parcel legal descriptions will be provided before any council action and clarified this agenda item is a rezone recommendation rather than a final plat.
Commissioners focused on transportation impacts. The traffic study referenced in the applicant’s materials reported a maximum projection of roughly 13,000 daily trips in the study area by long‑term buildout. Staff and commissioners noted that the applicants’ schedule for business tenants is not fully formed, so the study used a high‑end projection. Trish told the commission that UDOT had received the traffic study and was considering it for the agency’s 2040 plan; commissioners had previously tabled a similar application to await UDOT input.
Several commissioners raised questions about truck routing and whether heavy trucks could be limited from using local roads through Grantsville or Hailey Road. Planning staff said current access limitations and where infrastructure is provided determine truck access; they noted some early construction used Higley Road because other access was incomplete, but once site access is constructed the applicant would not be able to use Higley for truck access.
There were no public comments. After discussion Commissioner Dow moved and Commissioner Scott seconded a motion recommending approval of REZ2025‑093 to the county council; the commission recorded a unanimous roll‑call vote in favor.
The commission attached the administrative expectation that UDOT receive and consider the traffic study; further permitting, platting and any UDOT mitigation would be addressed in later reviews.
