Doctor Bogan said ANR Heartland’s proposed route runs along the east side of the high school campus, across Kesselinger and through community soccer fields and the FFA field. She told the board the company proposes to compensate the district for damaged or disturbed acres and for lost use while construction is staged on district property. The initial compensation outline presented by staff included roughly $36,000 for one track and about $53,000 for a second track, which staff will refine in a counterproposal as needed.
Why it matters: ANR Heartland’s project covers multiple states and is scheduled for construction beginning in 2027. District staff said the district is legally obligated to grant the easement under applicable federal/state rules for major pipeline projects, but ANR has offered mitigation measures and community grants. Staff noted ANR has existing easements with the district and the draft agreements are largely similar to prior language that the district attorney has reviewed and approved with minor updates.
Details and concerns: Bogan said the company will compensate for specific impacts including lost crops, additional transportation costs if Kesselinger is blocked, rentals for displaced community soccer programs (the district has already reviewed rental estimates with Cayman United soccer), and other incurred costs. Construction staging on district land would likely last about a year for the affected area; staff said the project would not place a compressor station on district property. The district also receives regular pipeline-safety training from the company.
Board action and outcome: The board voted 4–0 to authorize district administration to finalize the easement agreements and return the executed agreements for placement on a future consent agenda. No extraordinary liability or prior cost history was reported for existing easements, and staff said ANR’s proposed installation will meet the highest contemporary safety standards and that the company is offering ongoing community grant opportunities for local projects.
