Finance director outlines cash balances, grant timing and multiple construction quotes

Finance Director Mr. Livingston gave the board a summary of district financials for the period ending July 31 and discussed related construction and weatherization quotes. He said the district started the 2024-25 year with about $7.1 million in cash across funds, reported June 30 pending cash of about $6.1 million, and by July 30 the district was again at roughly $7.1 million. Mr. Livingston told the board that four grants included transactions that run through Sept. 30 and that the district will submit completion reports before rolling those cash balances into the new fiscal year. For the 2025-26 ledger, Mr. Livingston said total revenue recorded for July was about $1.5 million and total expenses about $1.22 million. He described the July variance as within expectations for operating funds and said county, department and auditor general authorities are aware of the district budget. Mr. Livingston also discussed several construction and facility quotes. He said an earlier contractor quote of roughly $3.6 million for work at Del Rio was accepted and that the contractor will return with a higher final quote to finish the job; a separate Del Rio South HVAC quote was described earlier in board materials as about $3.65 million. He said weatherization of four campuses could cost at least $6.5 million and that, combined with the new-building award, the total additional funding being considered could approach $13 million to $14 million. Discussion vs. decision: the report was informational; the board received the financial update and staff said more complete terms-and-conditions documents and quotes will be presented at future meetings for formal approval. Mr. Livingston said the district expects the state terms and conditions for the building award to be on the September agenda for board review and receive-and-spend authorization.
