Council appoints two youth commissioners to civic commissions

City manager Pat Trojgen asked the Roseville City Council to appoint two applicants as youth commissioners at the Aug. 11 meeting. The council approved both appointments unanimously.
The appointees are Aldoas Bergquist to the Finance Commission as a non‑voting youth member and Sofia Salinas Ruiz to the Equity and Inclusion Commission as a voting youth member. Trudgen noted the city code was updated in 2022 to allow youth commissioners to serve as voting members if parental consent is provided.
Council members praised the applicants’ interest and said youth participation strengthens commission work. “I thought they'll both be great additions,” one council member said during the discussion.
The council also discussed an administrative question raised by a council member about whether a youth commissioner who later wishes to become a full commissioner must wait until the end of a youth term; staff said they would administratively handle such transitions and bring a specific policy back if the council preferred oversight.
Council voted to appoint both applicants; the appointments will move forward to onboarding and placement with the respective commissions. No additional budget or ordinance changes were required at the meeting.
