Shakira Robinson told the council that on July 27 officers arrived, ran vehicle tags while she was on private property and she says the officer grabbed her arm during an encounter that she says will require surgery. "I filed the complaint," Robinson said, and said her contact with internal affairs resulted in a terse exchange. "I don't think it's justice for Black people here in Terrell," she told council.
Frankie Land and other speakers echoed complaints about being stopped or handcuffed in what they described as routine encounters. Council responded by directing staff and the city attorney to investigate. The mayor asked the city manager and legal counsel to follow up and report back to the council.
