Council approves Dominion plan development zoning; developer to pursue state housing tax credits

The Terrell City Council voted to change zoning for about 65.97 acres between Southeast Mineral Wells Street and Rose Hill Road to a planned development allowing multifamily and single-family phases, and the city also approved a resolution supporting a developer’s application for state housing tax credits for the Rose Hill Family Apartments project.
The zoning change (ordinance No. 3116) came after a presentation from Jana Wampler, the city’s business development manager, who said the developer, Dominion Acquisition LLC, proposes two phases: multifamily quadplexes (430 total units across phase 1) and later single-family lots in phase 2. "This package complies with the city of Terrell’s comprehensive plan, zoning ordinance, and all other codes," Jana Wampler said, and staff reported the item had a 9–0 recommendation from the Planning and Zoning Commission.
Why it matters: the rezoning clears regulatory hurdles for a large affordable-housing project in the Rose Hill corridor. In a separate item the council approved a resolution confirming the city’s support for a housing tax-credit application submitted to the Texas Department of Housing and Community Affairs for the Rose Hill Family Apartments; the state program can provide a financing source critical to affordable rental developments.
Public and council comment: the Terrell Chamber of Commerce spoke in favor, noting Dominion’s community engagement and resident services, including a reported tutoring program and other charitable initiatives. Staff said the city mailed 31 notices to abutting property owners and received one letter opposed to the rezoning.
Council action: Council member Donna Renee Anderson moved to approve ordinance No. 3116 with a second from Phil Robinson; the motion carried with the votes recorded as "aye." Council later approved resolution No. 2242 expressing the city’s position regarding a housing tax-credit application.
Next steps: Dominion will proceed with site development and pursue state tax credits; the tax-credit approval process is handled by the Texas Department of Housing and Community Affairs and remains subject to that agency’s evaluation and award process.
