Board adopts multiple policy updates and rescinds outdated administrative guidelines

The Board of Education approved a slate of policy revisions and rescissions at its Aug. 11, 2025, meeting, adopting Neola-recommended language intended to align district policies with federal legal updates.

The board approved the second readings of policy 11-20 (organizational chart), policy 51-13 (enrollment — interdistrict, revised to require review of special-education IEPs for space/availability), and policy 53-41 (emergency medical authorization). The board also voted to rescind policy 56-11 (due-process rights) because its content is incorporated into policy 56-10 (suspension and expulsion), and rescind policy 57-10 (student complaints) to avoid confusion about complaint channels. All actions were moved and approved individually and carried by voice vote.

Administrators reported several administrative guidelines were rescinded because the content did not align with more current manuals or statutory references. The guidelines removed include identification of academically gifted/talented students (administrative guideline 2464b), English Learner proficiency guidance (2260.02 guideline moved into policy), truancy flowcharts (5200a and 5710), and older hiring/ADA compliance job-description guidelines (111a, 1111b, 1400, 504). A district administrator noted these guidelines were "very old and outdated" and the administration will continue cleaning up obsolete policies and guidelines in coming months.

Board members had no extended discussion on the substance of the updates; committee reports and informational items describing the changes were accepted before votes. The policy and rules committee also flagged the WASB resolution submission deadline (Sept. 15, 2025) and recommended further board review of operating principles for 2025-26.

The board will continue to review administrative guidelines and return any additional policy cleanups to committee for consideration.
