Bedford County approves FY25 year-end reappropriations and budget adjustments

The Bedford County Board of Supervisors approved year-end reappropriations and supplemental budget adjustments to move select Fiscal Year 2025 funds into FY2026.
Ashley, a county finance staff member, told the board department heads submitted reappropriation requests totaling $115,899 and staff recommended reappropriation of $56,277. She said three of the requests were tied to policy and had been either ordered or budgeted in FY25 but not completed; staff recommended rolling those funds forward. Ashley said one request was not recommended: the sheriff’s office requested replacement of LiveScan equipment because of a vendor change and a compliance requirement effective July 1, 2026. She said the cost and scope of that project were still unknown and staff preferred a supplemental appropriation in FY26 once the county has firm cost estimates.
The board also approved FY25 year-end budget adjustments that included one contingency transfer and three supplemental appropriations. Ashley said the largest portion of the year-end adjustment related to the Children’s Services Act (CSA), which can vary year to year based on private day placements. She said an increase in the CSA budget was driving most of the adjustment and that the county’s share of the CSA increase would be covered using operational savings within social services.
A motion to adopt Resolutions R081125-02 (reappropriation) and R081125-03 (year-end adjustments) carried on roll call votes.
Board members asked no further questions during the presentation and staff will implement the reappropriations and process the recommended supplemental appropriations.
