The Clallam County Developmental Disabilities Advisory Committee voted Tuesday to approve priorities that will shape the county's 2026–27 request for proposals (RFP) for developmental disability services. The committee said the priorities will inform a shorter, broader RFP guided by the 2026–27 Clallam County developmental disabilities biennial community plan and that awarded contracts are scheduled to begin Jan. 1, 2026, running through Dec. 31, 2027. Committee members listed parent-support services, early intervention for young children, and training and education for individuals with intellectual and developmental disabilities and their families as primary priorities. Kelly Lawrence, Clallam County developmental disabilities coordinator, explained the timeline and the next administrative step: the committee's recommendation will go to the Clallam County Board of Commissioners for approval before the county issues the RFP. The committee recorded unanimous support in the meeting for continuing the RFP process under the approved priorities. Committee members on the record during the discussion included Bobby Stormman (DDAC member), Christine (self-advocate), Glenn Chipman (DDAC member) and Terry Barrett. The committee indicated seven members voted in favor; individual roll-call names for each "yes" vote were not read into the minutes during the public portion of the meeting. The committee also confirmed a small review panel of committee members will evaluate incoming proposals once responses are received. Officials said approximately $400,000 of county funds will support the contracts for the 2026–27 biennium. No amendments to the priorities were taken during the vote, and staff said the RFP timeline will proceed in accordance with the published schedule. The committee will forward the approved priorities to the Board of County Commissioners for final authorization, after which the county will publish the RFP and begin the proposal review process.
