In public comment, a local general contractor, Brad Griffith, described a prototype for collapsible emergency shelter panels his company markets as Lighthouse Shelters. Griffith said the panels are designed to be carried and assembled by two people, shipped flat-packed, and erected without heavy equipment. He described the prototype construction as plywood and rigid foam insulation with an R-value he cited as R-17, and said the design can be adapted to different sidings or fasteners if supply-chain constraints occur. Griffith said the smallest unit costs about $10,000 in his current estimate (approximately half materials, half labor) while production processes are being developed. He noted that laboratory or L&I (Labor & Industries) certification for SIP (structurally insulated panel) systems is an industry hurdle; Griffith said the engineering he is obtaining aims to avoid the need for SIP certification, which would broaden applicability but may not meet local energy codes for permanent structures. He invited Task Force members and city staff to contact him after the meeting for further details and gave cards to interested parties.
