Inyo County board ratifies maternal, child and adolescent health plan focused on maternal mental health

The Inyo County Board of Supervisors ratified the county's annual Maternal Child Adolescent Health plan on Aug. 5, 2025, preserving local prevention programs and directing staff to submit the plan to the state for continued funding. Anna Scott, Health and Human Services, brought the plan before the board and said the county would emphasize maternal mental health alongside existing prenatal, SIDS prevention and childhood obesity efforts. "This is coming to you as a ratification this year," Scott told the board, noting the county adjusted budgets after an abrupt federal funding cut earlier in the spring.
The plan funds prenatal outreach, postpartum support and prevention programming countywide, Scott said, and the public health team will work with Northern Indian Hospital and pediatric providers to implement perinatal programming. "One of the areas of focus for us this year'will really be on maternal mental health," Scott said, describing a local work group and curriculum to be implemented at Northern Indian Hospital, where most deliveries occur.
The county also cited ongoing SIDS prevention work and programs that support early access to prenatal care and parenting education. Scott told the board staff reorganized some budgets this spring to avoid layoffs after the federal funding change, delaying state budget finalization and prompting the ratification.
Chair, Inyo County Board of Supervisors, thanked staff for the work and said, "postpartum depression is a real thing," urging continued focus on outreach and services. The board then voted to approve the plan; the motion carried.
The county's public health team said it will continue monthly Life Night events in Bishop, including an upcoming community baby shower tied to Breastfeeding Awareness Month. The board's ratification authorizes staff to submit the plan and related documentation to the state for the grant year.
The vote was recorded as "motion carried" in the meeting minutes; individual roll-call votes were not read into the record during the meeting.
