Council adopts 2.7% community center fee increase, effective Jan. 1, 2026

The Red Bluff City Council on Aug. 1 adopted a 2.7% increase to community center user fees, tied to the Consumer Price Index, with the adjustment scheduled to take effect Jan. 1, 2026.
Tom Osborn (staff) explained the city’s annual practice of indexing community center rates to the federal Bureau of Labor Statistics’ CPI to ensure user fees better cover service costs and reduce reliance on other funding sources. He said the CPI for the relevant period is 2.7 percent and that previous annual adjustments have been near 3 percent.
Council members asked questions about facility maintenance and the timing of planned improvements; staff noted funding partnerships with the county and the community center commission and suggested some facility improvements might be timed with future meetings of the commission. The public hearing required for the fee change was held during the meeting.
The council voted to approve the fee adjustment; staff confirmed the increase will be added to the city’s fee schedule and will become effective Jan. 1, 2026.
