Council approves change order for City Hall roofing after structural issues uncovered

The Red Bluff City Council on Aug. 1 approved change orders and a supplemental appropriation to address unanticipated structural repairs uncovered while reroofing City Hall, including replacement of support beams, temporary antenna supports and abatement of asbestos-containing material.

Public works staff described the work as technically complex. They said three beams will be replaced beneath an antenna mast that supports police department communications and air-handling equipment; contractors will use cranes and spreader beams while keeping the antenna operational. Staff also said asbestos-containing sheetrock was exposed and will require a specialty abatement contractor working in phases so city operations need not be fully evacuated.

Public works staff said the work is necessary to finish the roofing project and to protect the police communications equipment. The city presented a “not to exceed” price for the changes and said it was verifying material quantities and final pricing before signing contracts.

Council discussed beam types and asked whether laminated (glulam) beams would replace the originals; staff said laminated beams would be used where appropriate. The council approved the requested change orders and supplemental appropriation; the motion passed as recorded in the meeting minutes.

What happens next: staff will finalize contractor pricing, sequence the work to maintain police operations, and proceed with the structural repairs and asbestos abatement under the approved change order.
