The City of Rockford City Council approved several planning and zoning items during its Aug. 4 meeting, including plats, annexations and a packaged-liquor permit, and delayed action on others after discussion.
Actions taken: the council approved Plat 3 of Guilford Crossing Subdivision, and approved annexation of 2203 Montague Road and 2907 Prairie Road. The record shows the Montague Road annexation was requested so the property owner could connect to city water after rebuilding following a fire; Mr. Capitola (city staff) told the council the county public health department required the water connection. The Prairie Road annexation was requested because of a failing well and the owner’s request to hook up to city water.
The council also sustained the Zoning Board of Appeals decision to modify Special Use Permit No. 13-15 (811 Broadway) to limit outdoor rental and storage to the fenced area south of the building (maximum seven trucks and vans) and permit five trucks/vans/trailers to park in the north parking lot. On a separate matter, the council approved a packaged-liquor (PKG) retail license and concurrent sale of tobacco products at 3305 Eleventh Street (applicants: Rockford Booze Bazaar LLC, doing business as Liquor Land). The record cites conditions and legal director preparation of ordinances.
Items laid over: Alderman Meeks moved to lay over item 7 (a zoning map amendment for 1923 Twelfth Avenue) and the council approved the layover. Alderman Frost moved to lay over Item 6 (the mural special use permit for 1423 Bridal) after expressing concerns about setting precedent for painting building fronts in lieu of signage and comparisons to other local murals; the motion to lay over item 6 carried.
