Regional planning, municipal and procurement officials told the committee that modest statutory clarifications would help cities and towns save money and reduce administrative burden.
Marjorie Weinberger of the Metropolitan Area Planning Council described how cooperative purchasing agreements let municipalities purchase commonly used goods and apparatus without repeating procurement work locally and urged support for H.3424 / S.2219 to clarify that cooperative contracts may include services as well as goods. Ali Dimitayo of the Massachusetts Municipal Association supported bills that would raise municipal Chapter 30B thresholds to $100,000 (matching school procurement changes enacted in 2022) and said the split thresholds create inefficiencies and errors for municipal purchasing agents and joint procurements.
Representatives of the Massachusetts Association of Public Purchasing Officials (MAPO) and municipal procurement practitioners supported Inspector General proposals to align thresholds and close the RFP loophole that produces inconsistent practices, and they submitted written testimony describing operational impacts. Witnesses urged the committee to pursue clear statutory language so cooperative contracts can serve municipal needs — including public safety apparatus, vehicles and software services — while preserving transparency and competition.
