State employee seeks transfer of MBTA pension contributions to state system under H.4147

Joseph Suppa told the Joint Committee on Public Service he seeks approval to transfer his retirement contributions from the Massachusetts Bay Transportation Authority system to the state retirement system and to pay the difference to buy back roughly five years of prior service.
“I am requesting that this honorable committee ... allow my contributions to the MBTA retirement system to be transferred to the state pension system,” Suppa said, describing roughly 17 years of combined state service and earlier contributions to the MBTA. He said he was unaware at the time that the MBTA system and state system were separate and asked the committee to permit a buyback so his retirement benefit will reflect his total Commonwealth service.
Representative Brady introduced the petition and provided a short history: H.4147 was first filed in 2017, reported favorably by the committee in a prior session and stalled in subsequent steps. Suppa said he previously received a favorable committee report and respectfully requested the committee’s support again.
No committee action was taken at the hearing; the committee recorded the request and accepted additional written materials for the record.
