Fire chiefs, unions back bill to create statewide structure for technical rescue teams

Chiefs representing municipal departments and the Professional Firefighters of Massachusetts told the joint committee that regional technical rescue teams should be coordinated and supported at the state level to standardize training, equipment, and funding.

"This will not only help with coordination amongst those teams, it'll assist with training with those teams, and it will assist with, compensation as well as equipment purchases with those teams," said a chief testifying for the Fire Chiefs Association of Massachusetts about legislation to mirror the state's HAZMAT structure for technical rescue.

Chief Patrick Purcell, president of the Fire Chiefs Association, said the proposal would formalize coordination already begun and mirror the HAZMAT model: "The next and lehi last step is what's before you now...to make it happen and mirror image what the HAZMAT team is in Massachusetts for technical rescue. It's a very important asset." Professional Firefighters of Massachusetts representatives and the Technical Rescue Coordinating Council described suggested edits but endorsed the concept of statewide oversight under the Department of Fire Services.

Witnesses told the committee that technical rescue responses are immediate life-safety events that benefit from standardized, centrally supported capabilities, and they said regional disparities in coverage and funding leave smaller departments unable to sustain specialized teams on their own.

The committee took testimony on House Bill 2565 and Senate Bill 1742 (technical rescue services) and related professionalism bills; no committee vote was recorded at the hearing.
