Carver official says special act needed to dissolve troubled North Carver Water District after DEP enforcement actions

Town administrator Glenn Cannon told the committee the North Carver Water District, established in 2008 to manage a public water supply built to attract industrial uses and serve a small number of residents, cannot generate sufficient revenue or water flow to operate safely. Cannon said the district has relied on water provided by the Town of Middleborough since about February 2023, requires professional management and that the town faces financial exposure and potential penalties unless the system is brought into compliance.
Cannon said a duly held Carver town meeting voted 110–81 to dissolve the district, and that the select board and finance committee unanimously supported the move. He asked the committee to report the special legislation favorably so the town can assume responsibility for the system and pursue longer‑term solutions for affected residents.
Committee members asked few questions during the brief testimony and no vote was recorded at the hearing.
