County staff ask to add two CDDO positions using increased KDADS funding of $324,928

Monica Fonas, director of the Johnson County Community Developmental Disabilities Organization (CDDO), told the board the CDDO is requesting approval to add two full‑time positions funded by an increase in the county’s contract with the Kansas Department for Aging and Disability Services (KDADS).
“Through our negotiated contract with KDADS, Johnson County CDDO received an increase of funding of $324,928 for state fiscal year ’26 that started in July,” Fonas said at the Aug. 7 agenda review. She described the amount as grant funding that “can only be used for administrative purposes, not direct service delivery, in order to comply with Medicaid rules,” and said any unspent funds must be returned to the state.
The CDDO requested two positions: an affiliate coordinator, who would oversee quality assurance and help build provider capacity in the county’s affiliate network, and an access liaison, who would assist with eligibility assessments, people with complex needs and care transitions, with a focus on those on the state waiting list. Fonas said the CDDO oversees a network of 97 affiliate providers and about 2,900 people eligible for services — an increase of roughly 400 people since 2022 — and that the planned community supports waiver implementation in 2026 will raise demand.
Commissioners voiced general support and asked for additional detail. Commissioner Ashcraft asked for performance metrics and requested Fonas call him with “the highlights” before the full meeting. Commissioner Burr said the affiliate coordinator position should expedite onboarding from the state wait list and asked how the county set compensation levels; Fonas said she would research market comparables. The board had no objections to moving the item forward to the consent agenda.
Next steps: staff requested authorization to reallocate and expend fund balance reserves for FY2025 not to exceed $325,000; the JCDO governing board has already reviewed and approved the request to proceed to the Board of County Commissioners.
