Local commissions and conservation groups oppose dissolving North River Commission in H4110

A broad group of current and former North River Commission members, local elected officials and regional advocates testified in strong opposition to House Bill 4110, which would dissolve the North River Commission and transfer authority over the scenic and recreational river protective order to the six individual municipal conservation commissions (Hanover, Hanson, Pembroke, Norwell, Marshfield and Scituate).

Speakers described the 1977 protective order and the regional commission as a half‑century‑old model that protects a 300‑foot corridor along the North River, preserves scenic vistas, maintains habitat and provides coordinated enforcement and permitting across municipal boundaries. Several witnesses said the commission has reviewed hundreds of permits in the corridor and runs summer patrols to enforce a no‑wake zone and other protections where the river forms town boundaries and no single town has exclusive jurisdiction.

Opponents argued that H4110 would fragment oversight, create inconsistent interpretation of the protective order, and impose an unfunded mandate on local conservation commissions that are already stretched by wetlands responsibilities. Witnesses said the regional, science‑based protective order is distinct from ordinary wetlands regulation and that dissolving the commission would risk weakening protections, complicate appeals and slow enforcement. They asked the committee to maintain the existing regional commission and to consider bolstering its funding rather than dissolving it.
