Commission approves daily-rate contract for countywide rut filling; staff proposes using road sales tax funding

The Neosho County Commission on Aug. 12 voted to approve Hippo Construction's proposal for asphalt patching and rut filling at a rate of $4,800 per day. County staff described the work as a leveling course intended to precede chip-and-seal operations and to address problem ruts on roads including West 201st and portions of Galesburg Road.

Staff noted local asphalt contractors are scarce and that the county may have to consider leasing or buying a lay-down machine in the future. Commissioners discussed funding the work from the county road sales tax revenue and agreed that the proposal would likely be funded there.

Staff also described plans for chip-and-seal maps and coordination with a KDOT detour for an unrelated project that will shift traffic onto county roads. They said the county previously sought reimbursement for unofficial detours from KDOT on earlier projects and will prepare maps and documentation for possible reimbursement.

The motion to approve Hippo Construction's asphalt patching proposal at $4,800 per day was made, seconded and recorded as passing 3-0.

Why it matters: With local asphalt firms limited, patching and leveling before chip-and-seal keeps county roads serviceable and supports anticipated traffic increases from nearby construction detours. Funding, equipment availability and coordination with KDOT are financial and operational concerns for county road maintenance.
