Conservation Groups Tell Committee Permitting Is Major Barrier to Large‑Scale Salt‑marsh and Wetland Restoration

Restoration practitioners and conservation groups asked the Joint Committee on Environment and Natural Resources to give state agencies authority to streamline permitting for ecological restoration projects and to exempt very low‑risk activities — like raking historically ditched marshes — from duplicative processes.
Alex Hackman of Mass Audubon said the current environmental permitting system "was never intended for this kind of work" and is the "number one barrier" to scaling dam removals and marsh restoration. He and other witnesses described projects that can heal tidal marshes, increase elevation, sequester carbon and improve storm‑surge buffering — but are held up for months by layered agency reviews and administrative licenses such as the chapter 91 public‑waterfront license.
Cynthia Dittbrenner of The Trustees described a pilot marsh restoration project that took two years to secure permits and where the cost of permitting and monitoring exceeded the construction budget. "We need interagency collaboration with restoration practitioners and a concerted effort to support and accelerate this work," she said.
Speakers proposed targeted changes: treat ecological restoration as a distinct permitting category; create single-application, joint‑agency review timelines (two to three months recommended); and narrow interpretations that force low‑risk restoration projects into high‑burden processes. They also asked that any reforms preserve appropriate scrutiny for higher‑risk construction projects.
Several witnesses connected restoration to other legislative priorities: restored marshes trap sediment, build elevation, sequester carbon and provide natural flood buffers that may reduce the need for the most costly external hard infrastructure. "Healthy wetlands store water, purify it, and recharge the groundwater table," Mass Audubon’s Alex Hackman said.
The committee received requests to report bills that would consolidate permitting and launch a formal restoration permitting reform process that includes practitioners, agency staff and local stakeholders.
