The Senate Committee on Health, Education, Labor, and Pensions advanced the Uniformed Services Leave Parity Act (S.1440) to extend Title 10 leave authorities to the United States Public Health Service Commissioned Corps, aligning parental and other leave benefits with those available to other uniformed services.
Senator Lisa Murkowski, sponsor of the bill alongside Senator Tammy Duckworth, said the Commissioned Corps "is the only uniformed service with a public health mission" and currently lacks parity for extended parental leave compared with counterparts under Title 10. The measure would align leave authorities and reduce administrative inefficiencies by placing the Public Health Service benefits within existing frameworks used for other uniformed services.
Supporters said the change is intended to improve recruitment and retention of public health professionals who serve in emergencies and other responses. The committee adopted the manager's substitute and reported the bill favorably by recorded voice and roll-call action; committee members consented to technical and conforming edits for committee report preparation.
