Commission adopts South Side revitalization plan and reconstitutes urban renewal authority to deploy incentives

The Paducah Board of Commissioners voted unanimously on Aug. 12 to adopt an ordinance establishing the South Side revitalization plan, designating an approximately 3.3‑square‑mile South Side program area covering eight neighborhoods and authorizing the city’s urban renewal and community development agency to administer the plan.
City staff said the South Side plan is the product of more than two years of public engagement and a steering committee process, including a pilot area and community workshops. Planning staff described Phase 1 incentives focused on housing rehabilitation and financing, and announced a schedule to reconstitute the urban renewal and community development agency (URCDA) and repeal pilot ordinances as required to enable program rollout beginning in September.
Staff said the program area encompasses approximately 3,678 parcels in neighborhoods the staff described as Walter Jeton, Uppertown, River Park, Cobb Park, Farley Place, Littleville, Dolly McNutt and Elemannel. City staff and local partners, including CFSB, have committed to outreach to developers and neighborhood pastors; staff said CFSB will offer financing products targeted to the Phase 1 area.
Following the vote, city staff said they will publish a quarterly newsletter and hold developer and pastor briefings to promote available incentives. The ordinance as adopted adds the South Side revitalization plan as an addendum to the city comprehensive plan.
Commissioners described the adoption as a long‑awaited milestone and instructed staff to proceed quickly with implementation steps.
