At the meeting the court presented challenge points and certificates to paramedics and EMTs involved in the call, and the patient, identified as David Herron, attended and addressed the court. "If it wasn't for them, I wouldn't be here," Herron said.
County EMS staff described the incident: first‑responding EMS personnel found the adult male awake and confused, then while in the ambulance he lost consciousness and a pulse. Crews began CPR, administered epinephrine and advanced airway management; paramedics Loveless and French assisted, and the patient regained a pulse while en route to the hospital.
Procurements and approvals: - IV pumps and cases: EMS solicited three bids for a package of four IV pumps and four heavy‑duty protective cases. Bids recorded in meeting minutes were: Master Medical $9,750, Boundtree about $8,130 (did not include the heavy‑duty case requested), and PennCare $8,180. EMS staff recommended PennCare because it provided the heavy‑duty cases the service has used previously; the EMS committee agreed. Magistrate Cohen moved to approve the recommendation and Magistrate Gay seconded; the court approved the purchase by voice vote. - PhonePratt learning‑management renewal: The court approved a budgeted annual renewal for the county’s online training system (PhonePratt) at $3,110.21; the renewal was described as coming in under budget and the EMS committee recommended approval.
