The Senate Appropriations Committee voted to report favorably the fiscal year 2026 Legislative Branch appropriations bill, approving a managers' package and agreeing to funding increases targeted at Capitol security and legislative branch operations.
Senator Mullen, chair of the Legislative Branch Subcommittee, said the bill provides strategic investments to improve congressional security, oversight and constituent services and cited a total funding level discussed during markup as part of the measure. Vice Chair Murray emphasized the need to provide additional resources to the Capitol Police and other entities that support Congress and noted the increase under the managers' package.
Ranking Member Heinrich and Chair Mullen said the managers' package includes placeholders and report language to allow the sergeant at arms and the Capitol Police to work with appropriators to firm up cost estimates and program details for member security initiatives, including possible pilot programs and technology solutions for member safety both on the Capitol campus and at members' residences.
The clerk called the roll on the motion to report the legislative branch bill subject to amendment; the chair announced the vote as 26 ayes and 1 nay and the motion was agreed to.
Ending: Committee leaders said they will continue consultations with the Sergeant at Arms and Capitol Police to finalize security programs and costs before the bill goes to conference or the floor.
