The Senate Appropriations Committee voted to report the fiscal year 2026 Transportation, Housing and Urban Development and Related Agencies (THUD) appropriations bill, advancing the measure to the Senate floor.
Subcommittee chair Cindy Hyde-Smith and ranking member Kirsten Gillibrand presented the bipartisan THUD bill. Hyde-Smith said the bill provides $26,500,000,000 for the Department of Transportation, $73,300,000,000 for the Department of Housing and Urban Development and $424,000,000 for several independent agencies, and aligns with FY2024 enacted levels and the subcommittee allocation for FY2026.
The bill includes funding to modernize the Federal Aviation Administration’s systems and workforce. Hyde-Smith said the measure provides $22,400,000,000 in total resources for the FAA, including $4,000,000,000 to fund the administration’s request to modernize the nation’s air traffic system and to hire an additional 2,500 air traffic controllers; it also includes funding for 91 additional safety inspectors and engineers.
Ranking Member Gillibrand highlighted provisions maintaining rental assistance for more than 4,600,000 households, rejecting proposed deep cuts to HUD programs and funding HOME at $1,250,000,000. The bill also includes funds for community development and infrastructure: $250,000,000 for the BUILD program, $350,000,000 for a rural bridge rehabilitation program, $75,000,000 for port infrastructure development grants, $30,000,000 for small shipyards, and $75,000,000 for rail infrastructure and safety grants.
A manager’s package negotiated by subcommittee leaders was agreed to by unanimous consent. Members debated additional amendments, including a rescissions-related amendment (see separate article). After roll call, the committee reported the THUD bill favorably; committee statements recorded the vote at 27 ayes and 1 nay.
