Mayor Henry Gwynn said the city first received bids near $21 million, then phased the project and rebid, obtaining a low bid of about $13.2 million. "We deleted ground storage tanks and some additional features at the plant to keep it to the bare minimum," Gwynn said, explaining the phased approach.
Committee members asked whether reducing the local match would have affected original scoring; staff replied a lower match would reduce points but not necessarily remove the project from funding. Heather Paul confirmed the committee had previously scored the project high enough that a lower match would still have been funded.
After asking whether the first phase would achieve the project's goals, the city said the phase will address the system's most critical needs and that future phases will complete additional elements. The motion to approve the funding increase carried without objection.
