The message referred to House numbers 4,240 and 4,250 and was filed in the Office of the Clerk on Friday, July 4 at 12:20 p.m., according to the record.
Under Joint Rule 30, the House referred so much of the message as related to disapprovals and reductions to the Committee on Ways and Means. Representative Walsh Chapibody moved that the portions of the message recommending amendments be referred to the Committee on Bills in the Third Reading; the body recorded the motion as adopted when “the ayes have it.”
House officers announced the referrals on the floor and the clerk recorded that the matter was referred to bills in third reading. No floor debate on the content of the disapprovals or the specific amendment recommendations was entered into on the record during the segment.
The referrals set the next procedural steps: Ways and Means will consider the sections the governor disapproved or reduced, and Bills in the Third Reading will vet the sections the governor recommended be amended before further floor action.
