Superintendent reports Boys & Girls Club MOU, open-enrollment software issues and positive CAPERS audit feedback

Superintendent Heath Hogan updated the board on several operational matters during the July 15 meeting, including a proposed memorandum of understanding with the Boys & Girls Club, open-enrollment software problems and the results of a CAPERS audit.

Hogan said the Boys & Girls Club has requested to use one district building (Oakdale) and the administration is preparing an MOU to present to the board; the program is expected to begin in the second semester and will provide after-school programming in the neighborhood that previously was served by a 21st Century grant-funded program. Hogan told the board the district and the partner would handle operational details and that the partner has had successful implementation in other communities.

Hogan also said open-enrollment is underway but a software update from the vendor has produced problems that increased staff workload. He described the district as a “guinea pig” for the vendor’s software update and thanked staff working extra hours to manage enrollment because enrollment numbers determine the district’s funding.

Hogan additionally reported on a CAPERS audit — a compliance audit the district performs — and read highlights: the auditor described the district’s performance as “outstanding,” called the district one of the easiest agencies she had audited for a district of this size, and noted only one small payroll mistake that cost $50.78. Hogan credited HR and business staff for their work producing positive audit results.

Hogan said staff will continue to refine systems and bring any formal agreements to the board for approval when ready.
