Board assigns single representatives to outside committees following new state restrictions
Summary
Board members approved their 2025–26 representative appointments to community groups and committees and discussed a recent state law (House Bill 2134) that limits the district’s previous practice of appointing two board members to some committees to avoid unintentional meeting/quorum issues.
At the July 15 meeting the board approved its list of board representative appointments for 2025–26 and discussed changes required by recent state law that affect how many board members may be assigned to outside committees.
Superintendent Heath Hogan told the board that House Bill 2134 restricts certain practices that previously allowed two or more board members to be assigned to outside committees and could create unintentional public-meeting notice requirements or quorum issues. To avoid inadvertent open-meeting obligations, the district proposed assigning one board member to each outside committee or community group and will make arrangements if additional representation is needed at a particular event or meeting.
The board voted 7-0 to approve the representative assignments as presented. Hogan said some circumstances — for example, negotiation meetings — might still require different handling, including properly noticed executive sessions, and staff will adapt processes to comply with the statute.
