Dodge City — At the USD 443 Board of Education meeting July 14, board leadership discussed changes in state law and administrative advice affecting board‑appointed committees and committee meeting public‑meeting requirements.
Jason (staff member) explained that House Bill 2134 expanded the definition of subordinate groups such that any board‑appointed committee with a majority of members meeting would be subject to Kansas open‑meeting (COMA) and records (CORA) requirements. Earlier advice had suggested only committees with multiple board members triggered those rules; new guidance indicates board‑appointed committees are subject regardless of how many board members sit on them if a majority of that committee meets.
Jason said two existing committees listed on the agenda were grandfathered and would continue with board representation. The board assigned Tammy to continue on the Head Start policy council (agenda referenced this committee) through December and assigned Jeff to continue representing the board on special education matters, with Jamie agreeing to serve as an alternate. The board voted to approve those assignments 6-0.
Why it matters: the change alters how the board may form and operate committees, potentially increasing posting, minute‑taking and public‑meeting obligations for groups that provide substantive input to the board. Jason said he will propose ways to structure committees to allow board participation while remaining compliant with CORA/COMA.
