Summary
The board approved reclassifying one Co-IT director position to executive director of information technology with an approximate $34,823 increase and reclassifying the other to an information security analyst; the board also adopted a formal wage and salary administration policy to guide future compensation decisions.
The USD 443 Board of Education on June 23 approved a reclassification of the district’s co-information-technology leadership and adopted a wage-and-salary administration policy intended to standardize how positions are analyzed and compensated.
Board action matters because it changes the leadership structure of the IT department and establishes a board‑approved framework for classifying jobs, setting salary ranges and handling promotions and demotions.
Tara, an HR presenter, told the board that district analyses showed evolving IT needs in infrastructure, cybersecurity and instructional technology and recommended replacing the two co‑IT director roles with an executive director of information technology (Victor’s role) and an information security analyst (Todd’s role). Tara said reclassifying Victor’s position to executive director would increase costs by approximately $34,823 and that reclassifying the second position to information security analyst would result in no immediate financial change.
Tara also presented a wage-and-salary administration policy that she said formalizes how positions are analyzed (compensable factors), how salary structures and annual increases are managed, and how the district will handle promotions, demotions and pay differentials. She said the policy was developed with the Arnold Group and district administrators and that adopting the policy carries no immediate financial impact.
The board recorded a 6-0 vote to approve the IT reclassifications (motion recorded as made by Tammy West, seconded by Jeff Hyres). The wage-and-salary administration policy was also approved by a 6-0 vote (motion recorded as made by Ryan Osmos, seconded by Tammy West on the record), according to the meeting transcript. Administrators said HR and payroll staff can begin contract and classification work once the board’s actions are in place.
District presenters emphasized that the reclassification seeks to provide clearer leadership and to centralize cybersecurity responsibilities; the wage policy is intended to create a consistent, transparent approach to pay decisions going forward.
