The board received an update from RSP consultants and the district’s boundary committee on July 15, and took two formal actions related to facilities planning.
Lede: RSP told trustees the district’s inventory will be underused in many places by 2029–30, with overall utilization roughly in the low 70-percent range; trustees formally acknowledged receipt of building needs assessments and approved an A133/A201 agreement with Hollis & Miller Architects to proceed with design and related services.
What RSP presented: Consultants showed heat maps of student residence and feeder patterns and summarized utilization projections. Districtwide utilization with existing inventory was shown at approximately 72% (with middle- and elementary-level bands in the high 60s to high 70s and some high-school zones more imbalanced). RSP summarized committee objectives—maintain feeder integrity, align projected enrollment with building use, and consider transportation—while noting tradeoffs tied to programs, staffing and sustainability.
Board action: Trustees voted to acknowledge receipt and review of the building needs assessments (annual requirement) and approved the Hollis & Miller A133/A201 agreement as submitted by district purchasing staff.
Why it matters: The bond projects under way and planned new construction change enrollment distributions and prompt a formal redrawing of attendance zones; RSP’s analysis will feed the committee’s public process for boundary proposals and the architects’ design work.
Next steps: The boundary committee will continue public engagement and develop draft boundary options for board review; Hollis & Miller will proceed under the approved agreement. The board asked staff to schedule public forums and share timelines with families.
