Public works staff reported the Twelfth Street Community Center gym insulation is failing and accepted a single qualified bid from H & H Spray Foam Insulation for $193,187.34. The engineer’s estimate had been $190,574; the staff recommended awarding the contract and the commission approved the procurement with council voice vote.
Fire department staff asked the commission to approve a sole‑source purchase of six to seven sets of bunker gear from Delta Fire and Safety for $29,924.02. The department said the city has used the Morning Pride brand for more than a decade and the gear is custom‑fit; staff cited prior problems with an alternative product and requested continuation of the existing supplier relationship under the city’s sole‑source policy. The commission approved the purchase.
Public works also presented Change Order No. 1 for the 2025 Water System Improvements in the amount of $107,763. Staff explained crews encountered leaded joints, deteriorated valves and broken lines while replacing valves, requiring extra work. The city said it had avoided more expensive insert‑valve repairs by performing traditional replacements when feasible and staff argued the investment will pay off by avoiding future emergency work; the commission authorized the change order.
In each case staff said funds were available in the relevant capital or building funds: the community center work will be paid from the 2025 building fund; the bunker gear and water work were presented as authorized budget items. The commission approved all three items by voice or roll‑call votes as required.
