PSC approves Otter Tail renewable rider credit; residential customers to see modest monthly credit

The North Dakota Public Service Commission on May 19 adopted an order approving Otter Tail Power Company’s 2025 renewable resource cost recovery rider adjustment, recording a $3,790,000 credit and a rider of negative 2.95% for the recovery period June 1, 2025, through March 31, 2026.
Commissioner Sherry Haugenhofer, who moved the order, said staff reviewed Otter Tail’s supplemental filings, reconciled differences from the company’s general rate case — including depreciation-life adjustments for the Langdon project and related property tax impacts — and recommended approval. The commission recorded that a residential customer consuming 1,000 kilowatt-hours per month will receive a $2.88 monthly credit, a $5.27 decrease from the previous rate listed in the record.
The filings and staff discussions attributed much of the credit to production tax credits (PTCs) and repowering activity at Otter Tail wind facilities. The commission held an informal hearing with Otter Tail on April 22 to clarify the adjustments and received an additional supplemental filing on May 9 before moving to adopt the order.
The motion to adopt the order (case PUD-24-390) was seconded, put to a voice vote and approved with no recorded opposition.
