Committee adopts amendment removing anti-tax language from House Bill 116
Summary
The House Technology and Innovation Committee adopted amendment AM1360658 into House Bill 116 by unanimous consent, removing language that would have stated the General Assembly would not enact a bill imposing fees, taxes or charges on digital assets beyond those applied to U.S. legal tender.
Vice Chair Workman moved to amend House Bill 116 with amendment AM1360658 and explained the change would strip a clause that purported to bar the General Assembly from enacting fees, taxes or charges on digital assets beyond those applied to legal U.S. tender.
“This amendment would remove language from House Bill 116 that states that the General Assembly will not enact a bill imposing fees, taxes, or charges on digital assets other than those imposed already on legal U.S. tender,” Vice Chair Workman told the committee. He said the removal was not a policy shift and the language “is not needed.”
A committee member said Workman’s summary was “good” and, with no objections from members, the committee adopted AM1360658 into HB 116 by unanimous consent. The committee chair then closed the fourth hearing for HB 116.
The committee did not hold a roll-call vote on the amendment; the record indicates adoption by unanimous consent. The committee proceeded immediately to the first hearing on House Bill 301.
