Hallie Poyer, Fairgrounds Administrator, asked the board on July 3 to sign the annual memorandum of understanding (MOU) between Teton County, the Teton County Fair Board and the University of Idaho Extension, which the board approved by motion.
Poyer told commissioners the MOU had been used informally for many years and that legal review this year converted it into a formal memorandum of understanding. The current MOU covers the 2025 fair and includes a funding paragraph for awards and judges. Poyer said the county’s fair budget will fund the University of Idaho’s judge and awards expenses this year in the amount of $7,788.
Commissioners and staff noted that the county budget approved for the next fiscal year reduces that allocation for the university’s fair-support line to $4,000, which will require additional 4‑H fundraising or alternate funding for awards in 2026. Poyer said the 2025 funding had already been spent or committed and the MOU requires annual renewal and signature; the board approved signing for the current fair and agreed to revisit funding for 2026 before the March 31 deadline established in the agreement.

Staff noted the 2026 funding level will reflect the new budgeted amount and the county will work with University of Idaho and the fair board on alternatives if needed.
