TAC opens Round 4 applications; members debate including bond candidates in scoring

CVTA TAC staff reminded members that the Round 4 regional application cycle is open and described the process for submitting candidate bond projects. Staff said the Round 4 application “is essentially the same” as last cycle and noted the application portal allows users to preview questions without submitting.
Staff also confirmed that the candidate bond project submittal deadline is Aug. 1; staff said bond candidate information can be provided by separate submittal or by indicating a project is a bond candidate within the Round 4 application form. Staff explained, “We wanted to provide flexibility here. So if you wanna submit your bond project as a regional project as well, please feel free to do that.”
Several TAC members raised concerns that including large bond-candidate projects in the same scoring pool as typical Round 4 applications could skew results. One member asked, “Are you gonna take those out of the whole scoring... or is it gonna be skewing results?” and another warned that very large bond candidates could “skew the overall scoring, and that's not fair to projects that can actually advance through this funding program.”
Staff said the yes/no bond question in the application was intended as a point of information for the board and not to change the scoring methodology. Members discussed whether a dollar cap or other limit should be introduced through the framework, and staff said that limiting request sizes would require a change to the process or framework and is a potential parking-lot item for later discussion.
Why it matters: The Round 4 application and any bond candidate package will guide which regional projects receive CVTA funding and which projects are packaged for market consideration if bonding proceeds are pursued. How bond candidates are handled in scoring could alter which projects receive allocations.
Next steps: Staff will continue to accept Round 4 applications through the portal and will accept candidate bond project submissions by email or through the application; the TAC will consider whether to pursue a framework change regarding caps or separate handling of bond-candidate projects in a later discussion.
