The Winchester Planning and Zoning Commission on June 23 approved a special permit for a landscaping and construction yard at 103 Reardon Road (PCC 25‑9), authorizing outdoor limited storage and related activities subject to a condition about the dumpster enclosure.
Applicant Martin Connor, a certified planner who appeared for the applicant, told the commission the revised plan includes ADA parking details, a paved side parking area for lining, a dumpster enclosure with specified fence height and dimensions, proposed lighting with full cutoff fixtures, an evergreen hedgerow and access details for the existing building.
Commissioners discussed whether they needed a separate site plan; staff and the applicant said no site plan change was necessary because the use is largely confined within the existing fenced area and the submission addresses prior staff comments. The commission added a condition that the dumpster enclosure be built as presented in the brochure provided to the commission and be made part of the permanent file.
The motion to approve made the standard findings that the application is consistent with the town’s plan of conservation and development and meets the commission’s special permit standards; the approval was unanimous. The commission thanked staff for prompt review that allowed the applicant to return with revisions in two weeks.
