The Inland Wetlands and Watercourse Commission continued an application from owner/contractor Kent Hawkins to repoint and repair approximately 20 feet of a lakeside stone wall at 406 A East Wakefield Boulevard. Commissioners said the set of plans in the packet was not legible and asked the applicant to supply a full-size (24-by-36-inch) plan, clearer wall cross-sections, and details showing how the contractor will build the wall and backfill behind it.
The commission explained the need to clearly locate the work so staff and commissioners can complete a site inspection during the lake drawdown. Hawkins and his representative, Matt Adams of Kenmark Company, said the site includes large ledge and boulders that make a standard engineered detail difficult; they agreed to provide clearer, larger plans and to mark the exact working area. The applicant also acknowledged there is no urgency to start work until the drawdown but said the drawdown window is limited (August–September) and requested the commission’s assistance in reviewing materials promptly.
Commission staff noted standard erosion-control practice and asked for cross-section details exposing the separation between crushed stone and soil (filter fabric, weep holes, and stone depth). The commission continued IWWC 25-12 to the August meeting so staff can receive the larger plans, review them, and conduct a site visit during drawdown if necessary.
